Applicable quote to Earned Value Management

While I was doing some research for my book, I came across an excellent quote by Bill Hewlett. Do you think your boss understands this quote?

Anjel, I stand corrected. Could both Deming AND Hewlett be paraphrasing William Thomson, 1st Baron Kelvin (Lord Kelvin)?

“If you can measure that of which you speak and can express it by a number, you know something of your subject; but if you cannot measure it, your knowledge is meager and unsatisfactory.”

If I am to include a quote in a book, I want to site the correct source.
