Domain specialty is good in project management

There are PM voices out there, one still referencing authorship for a 4 generation old body of knowledge, that will claim generic PM skills are all you need. Right?

If you haven’t worked in this domain (Global Integrated Communications)before with the specific context (Network operations versus Network Applications e.g.) how can we be assured you’ll know how to manage the program?
